In fact, the switch of Schering-Plough's Claritin allergy medication was initiated by the managed care organization, WellPoint Health Networks and represents the first time a third-party other than the manufacturer petitioned the FDA for the Rx-to-OTC switch of a drug. MCOs continue to petition FDA regarding the "forced" switch of other non-sedating antihistamines, Zyrtec Pfizer ; and Allegra Aventis ; . Prilosec OTC Procter & Gamble AstraZeneca ; just switched, while other classes of OTCs are expected to make the switch over the next few years. Involvement from MCOs PBMs is expected. In September 2003, the IRS ruled that employees with flexible spending accounts can now use them to pay for nonprescription drugs on a pre-tax basis, while several MCOs now offer members coverage for the costs of OTCs or couponing rebate programs for costs of OTCs. For example, Health Alliance Medical Plans in Illinois and Iowa are now offering members coverage for Wyeth's Alavert allergy medication and Procter & Gamble's Prilosec OTC proton pump inhibitor.
